R12:AP: Error "JBO-26000: A Generic exception occurred during loading Customizations" in Payment Format Configuration (Doc ID 2944937.1)

Symptoms

When attempting to setup a payment format,
the following error occurs.

Error Page
Exception Details.
 oracle.apps.fnd.framework.OAException: oracle.jbo.PersistenceException: JBO-26000: A Generic exception occurred during loading Customizations.
at oracle.apps.fnd.framework.OAException.wrapperException(OAException.java:912)
...
java.io.UTFDataFormatException: Invalid UTF-8 encoding.
at oracle.xml.parser.v2.XMLUTF8Reader.checkUTF8Byte(XMLUTF8Reader.java:174)
at oracle.xml.parser.v2.XMLUTF8Reader.readUTF8Char(XMLUTF8Reader.java:201)



The issue can be reproduced at will with the following steps:

1. Responsibility: Public Sector Payables Manager
2. Path: Setup > Payment > Payment Administrator > Formats
3. Click on Go To Task icon and select Type: Disbursement Payment Instruction
4. Click on Create button
