R12: OIE: When Attempting To Create An Expense Report, Getting Error Message 'Error - Expense Location: Please enter a value in this field' (Doc ID 2945053.1)

Symptoms

When attempting to create an expense report, expense location is mandatory for all Expense line types
and following error occurs:

'Line 1 Error - Expense Location: Please enter a value in this field'

STEPS
-----------------
The issue can be reproduced at will with the following steps:

1. Navigate to the Internet Expenses Responsibility
2. Try to create Expense Report
3. Select Expense Template=Travel
4. Cick Next
5. Enter Date, Receipt Amount, select expense type=Misc which is not connected
to policy schedule. Enter Justification.
6. Click Details
    There is (*) shows besides Expense Location field.
7. Without entering any value in Expense Location field,click Return.
8. Click Next,It shows the following error:
    Line 1 Error - Expense Location: Please enter a value in this field.
