Not Able To Download Attachment Tied To Business Documents (Doc ID 2945245.1)

Symptoms

Users are not able to consistently download and open specific attachments tied to business documents. 
The issue is happening when they try to click download attachment option. It is not happening for all attachments.
For the problem attachment that does open, it may not open again on the next try. It can take 10 - 15 tries to open specific attachments.

Not able to download and open specific attachments.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to a form with the attachment option enabled.
2. Click on the Attachments icon.
3. Select to open a specific attachment.

BUSINESS IMPACT
-----------------------
Due to this issue, users cannot download and open specific attachments.
