OTL Start Time and Stop Time Layout With Extended Precision Quantity Gets Rounded In Projects Expenditure Inquiry (Doc ID 2945574.1)

Customer is using Timecard Layout with Start and Stop Time option and users are entering the hours up to two decimal values.

Reproduce By Steps:

In OTL responsibility:

1. Submit timecard with Start Time and Stop Layout
2. Approve timecard

In Projects responsibility:

1. Navigate to Other > Concurrent
2. Submit a New Request
3. Select PRC: Transaction Import
4. Navigate to Expenditure > Expenditure Inquiry

When this expenditure is reviewed in Projects, the quantity is 3.9 since there is rounding.

The quantity value in the expenditure table is still 3.867. This value just displays as a rounding value of 3.9.
