Local Blanket Agreement is Including Consignment Release and Consumption Advice in Amount Released (Doc ID 2945938.1)

ACTUAL BEHAVIOR
 Amount released at the blanket line level is including cosigned released amounts.

EXPECTED BEHAVIOR
 The blanket line should only be having the consumed amount released, not consigned.

STEPS
 The issue can be reproduced at will with the following steps:
1. Navigate to Purchasing Responsibility. Create the blanket agreement. Line 1
2. Create a requisition to a blanket release - consigned - quantity of 5
3. Approve the blanket release.
4. Review the blanket and note that the amount released does not include consigned - post patch 31699492
5. However, the line level shows amount released considering this consigned amount. Shows as 5
6. Now, receive against the blanket release.
7. Perform move transaction to consume the amount received - 5
8. Run Create consumption advice - a blanket release is created to recognize the   consumed amount
9. Review the blanket agreement and the line shows amount released as 5 - post patch 31699492
10. The problem is that now trying to approve future consigned releases - it's still considering both consumed and consigned against the blanket amount limit.
