'Save' & 'Restore' Buttons Missing from Item Instance Details

Symptoms
Users are not seeing the 'Save' & 'Restore' buttons for a couple of their Item Instances.
1. Login to Oracle Application and go to "Oracle Installed Base User" Responsibility.
2. Go to Oracle Installed Base.
3.Query for Item Instance XXXXXXX.
4.You can't see the 'SAVE' and 'RESTORE' button.
