Symptoms
On : 12.2.10 version, Change Order
Change Request rejected with error/exception with error
ERROR

"Exception when processing the change request. Releases do not have lines"
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. iProcurement > Requisitions tab
2. Search for Requisition > Click Change button
3. Requisition Details > Change History
4. Line 1 Status Details.
5. Response is shown as Rejected, with Response Reason "Exception when processing the change request. Releases do not have lines
6. Notification is received in Worklist
7. Notification indicates Requisition Change History shows workflow Rejected with overall status as rejected
