After Upgrading to 12.2.11, Running Create Accounting With 'Post in General Ledger' Parameter Set to Yes Errors With 'an Internal Error Has Occurred in the Program xla_accounting_pkg.sequencing_batch_init’ and ORA-06508 (Doc ID 2947589.1)

Symptoms


When attempting to run the Create Accounting with 'Post in General Ledger' parameter set to YES, Create Accounting fails and the following error shows in the log file

An internal error occurred. Please inform your system administrator or support representative that:

An internal error has occurred in the program xla_accounting_pkg.sequencing_batch_init. Technical problem : Problem encountered in sequencing BATCH_INIT.
ORA-06508: PL/SQL: could not find program unit being called.

FND log shows the following error ( Note 1320736.1)

Oracle error detected in glpsqi() - ORA-04063: package body "APPS.FUN_SEQ_BATCH" has errors
ORA-06512: at

NOTE : This error is not specific to Fixed Assets. Create Accounting fails for all sub-ledgers and directly posting a manual journal in the general ledger fails with this error as well.

STEPS

The issue can be reproduced at will with the following steps:
1. Use Fixed Assets Super User Responsibility.
2. Run the Create accounting with 'Post in General Ledger' parameter set to Yes
    Other> Request > Run > Create Accounting - Assets
3. Notice the error from the log file.
