Symptoms
In the Capital Projects form (PAXCARVW) when the user opens the Assets and selects the Capitalization Details tab, the Total Asset Cost = 0.00 for one particular asset.
The expectation is that this will be populated with a specific task amount.

Steps to reproduce:
1. Using a Projects responsibility, navigate to Capitalization-->Capital Projects.
2. Enter the Project Number and click 'Find'.
3. Click on the 'Assets' button.
4. Select the Capitalization Details tab and see the Total Asset Cost = 0.00
