Symptoms

PRC: Process Payroll Actuals will not process payroll to projects labor costing when MISC Costs are included and the person was terminated mid pay period.

Steps to Reproduce
----------------------

  1. Log into a Projects Responsibility
  2. Navigate to Other > Requests > Run
  3. Submit PRC: Process Payroll Actuals
