Symptoms

Customize and run the pa_project_pub.create_project API to create a new project and override the template customer with an actual customer.

The project template has a customer defined. But when running the API to override the template customer with an actual customer, the API errors. 

Trying to pass customer information to p_customers_in variable in pa_project_pub.create_project API.

Error when running the API.

FND FND_AS_UNEXPECTED_ERROR N PKG_NAME PA_PROJECT_PUB N PROCEDURE_NAME create_project N ERROR_TEXT ORA-01403: no data found

Replication Steps:

1. Run the customized pa_project_pub.create_project API. This is to create new projects with the desired customer.
2. Error when running the API.
