R12: PAXPREPR: Project Form Attachment Is Not Opening (Doc ID 2950156.1)

Symptoms

User opened project form and query project number and clicked on Find button and then tried opening attachment and got below error.

ERROR

WHEN-BUTTON-PRESSES trigger raised unhandled exception ORA-01403


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Project responsibility
2. Open Project form
3. Query Project Number
4. Click on Attachments icon
5. Click on Open Documents button
