Symptoms
When attempting to run Inventory Move Orders Data Load the program, the spawned program: ECC Run Data Load program is completing with the below error

The issue can be reproduced at will with the following steps:
1. Navigate to Inventory > requests > select the program : Inventory Move Orders Data Load the program
2. Parameters:
Load Type:FULL_LOAD
3. Submit
4. The Inventory Move Orders Data Load the program and ECC Run Data Load program are completing with error
5. Observe the above error in the log file of ECC Run Data Load program
