ACTUAL BEHAVIOR
---------------
When change is made in hierarchy then saved later, instead of saved hour, the change time is displayed.

EXPECTED BEHAVIOR

System should display date of save

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in using Custom HRMS Manager responsibility ->
2. Choose Work Structures -> Diagrammer -> type in Organization Hierarchy -> Open Editor button -> Select desired entry -> drag and drop it under a different hierarchy -> wait 5 minutes, then save -> verify date and hour of change, should display hour when hierarchy was changed not when it was saved.
