After upgrading from 11i . 12.0. 12.1, when running the following query, using card number xxxxxxxxxxxx2716 as an example:

select Ap_Cards_pkg.GET_CARD_ID('xxxxxxxxxxx2716') card_id from dual;

As documented in the following:
