Symptoms

When trying to search for negotiation with category '%%' in the Advanced Search option, the following error appears:

Please fill in search criteria values in at least one of the following fields: Number, Title, initiative Title, Line Description, category, Event, Supplier, Project Number, Task Number, Requisition, Created by, Open Since, Owner, Member, Task Assigned, Type, Status, Security Level, Response Style. Note that the search criteria values should not begin with a "%" or "_" for at least one of the listed fields.

The issue can be reproduced at will with the following steps:
1. Login to Oracle Sourcing Super user Respsonbility
2. Go to Negotiation Tab
3. Advanced Search
4. Enter  %% in category field
5. Click on find
