R12: GL: FNDFFMSV Segment Values Form Does Not Display Any Data for the Balancing Segment During the First Search Attempt (Doc ID 2955380.1)

Symptoms

The Segment Values screen does not display any data for the Balancing Segment during the first search attempt.
However, the necessary data is present in the "fnd_flex_values" table.


The issue can be reproduced at will with the following steps:
    1. Access the General Ledger Responsibility.
    2. Navigate to Setup > Financials > Flex Fields > Key > Values.
    3. Search for the Value Set associated with the Balancing Segment.
    4. The form displays a blank output.
    5. Search for the Value Set related to the Natural Account Segment.
    6. Form renders for few seconds
    7. Search for the Value Set associated with the Balancing Segment again.
    8. Now, the data is displayed as expected.
