R12.PA. Error - PA_FCST_NO_COST_RATE : Cost And/Or Conversion Rates Are Missing for Some Resources (Doc ID 2955644.1)

Symptoms

When trying to update the workplan task details for project, the following error appears on the page:

ERROR

Cost and/or Conversion Rates are missing for some Resources

STEPS
----------
1. Navigate to the Projects SU responsibility > Project Setups > Projects: Delivery > Created a fully shared, workplan version enabled project
2. Enable Workplan Cost and GL Time Phase In Workplan->Setup-> Plan Settings page
3. In Rate Schedules, select a rate schedule which is not having any rates defined for non rate based resources (Financial elements)
4. Create a task in Workplan and schedule for the past date
5. Assign a non-rate based Planning Resource and enter plan effort
6. Verify that Raw Cost and Burdened Cost are calculated
7. Publish Workplan
8. Create expenditure batch for misc transaction for unplanned non-rate based resource
9. Run below processes:

    a) PRC: Distribute Usage and Miscellaneous Costs
    b) PRC: Update Project and Resource Base Summaries
    c) PRC: Update Project Performance Data

10. Now Verify that unplanned resource created in workplan and actuals are mapped to that resource in Latest Published version of workplan
11. Goto Current Working version
12. Apply Latest Progress on Current Working Version
13. Verify that Raw Cost and Burdened Cost are calculated for both the resources without any error.
