Adop Prepare fails with TNS error



ERROR

  [ERROR] Cannot connect to database
  [ERROR] Error Message: ORA-12514: TNS:listener does not currently know of service requested in connect descriptor (DBD ERROR: OCIServerAttach)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. source run file system.
2. adop phase=prepare
3. Observed error while running "preparing the seed tables needed for autoconfig execution"

BUSINESS IMPACT
-----------------------


The issue has the following business impact:
Due to this issue, users cannot run prepare phase successfully which is stopping customers to apply business critical patches.
