Unable to validate invoice or calculate tax on invoice.
Online Validation raises the following pop-up error message
Unexpected error occurred during Tax Calculation.
Exception: The Tax Recoverable/Liability account has not
been setup for either the tax rate or the account source tax
rate. Please enter it using the Tax Rate Accounts window.

Please correct the problem or contact your System
Administrator.

Steps to reproduce:
- Log into Oracle Applications using Payables responsibility.
- Open the Invoice Workbench
(N) Invoices > Entry > Invoices - Query the invoice to validate
- Use the [Actions] button to try to Validate the invoice.
** You get the popup error message
