When Entering Transaction Line Item Through The Form Or Autoinvoice Error Is Received "Sqlexception: Java.sql.sqlexception: Ora-28001: The Password Has Expired" (Doc ID 2956014.1)

When attempting to enter a line item through the transaction form, the following error occurs when trying to save.

NOTE: This same error also occurs when transaction is imported through autoinvoice.

The issue can be reproduced at will with the following steps:
Responsibility: Receivables Manager
1.Navigate: Transactions>Transactions
2.when entering line, select % in 'item', then pick from the list
3. enter remainder of line information
4. click save, error occurs
NOTE that the same error occurs when running autoinvoice
