When trying to create AP Invoices the following error occurs:

The system could not determine the place of supply type for tax TAX_NAME.

Steps to Reproduce:

1. Navigate Payables Responsiblity

2. Invoice --> Entry

3. Create an invoice

4. Error occurs

LIVE_FOR_PROCESSING_FLAG was enabled
