Symptoms

Regular Salary element is not processing for some employees who go from Hourly to Salaried basis. Regular Salary element is processed for some employees, and other times it is not processed.  This can be seen in the assignment's element entries form after payroll is processed for the first period in which the employee was Salaried.

The issue can be reproduced at will with the following steps:

From US HRMS Manager responsibility (or equivalent):

1. Change employee from Hourly to Salaried salary basis, and make any payroll changes. (e.g. change from bi-weekly to semi-monthly)
Navigate: People > Enter and Maintain > query for employee > Assignments

2.  Run payroll for first pay period as a salaried employee.
Navigate: Processes and Reports > Submit Processes and Reports > Single Request

3. Check assignment's element entries for the period and find Regular Salary did not process.
Navigate: Navigate: People > Enter and Maintain > query for employee > Assignments > datetrack to period for Salaried payroll > Entries
