G-Invoicing Projects ECC (Enterprise Command Center) Data load failing in log file with XML Parsing error both Full and Incremental load.

statusMessage: There is an error while trying to ingest data for this load rule pa_ecc_igt_pkg.load_full_igt_data with dataset IGT_ORDER for job 183,619
ORA-31011: XML parsing failed
ORA-19213: error occurred in XML processing at lines 1
LPX-00249: invalid external ID declaration
ORA-06512: at "SYS.XMLTYPE", line 5

 Steps to reproduce

1. Log into a Projects responsibility
2. Navigate to Other > Requests > Run
3. Submit 'Projects G-Invoicing ECC Data Load'
