Peincmgr.sql Failing During 12.2.0 Patching (Doc ID 2957317.1)

Symptoms

Problem Statement:

When applying patch 12.2.0 the file Peincmgr.sql fails with the following error:

ERROR at line 1:
ORA-06502: PL/SQL: numeric or value error: character string buffer too small
ORA-06512: at "APPS.PER_WORK_INCIDENT_API", line 560
ORA-06512: at "APPS.PER_INC_SHD", line 555
ORA-06512: at "APPS.PER_INC_INS", line 815
ORA-06512: at "APPS.PER_WORK_INCIDENT_API", line 280
ORA-06512: at line 183
ORA-06512: at line 183

 
The issue can be reproduced at will with the following steps:

  1.  Apply patch 12.2.0

  2. Worker Fails on file Peincmgr.sql
