Global Deployment Errors with 'Invalid ROE Reason code has been selected' When Transferring from Canada to Other Business Groups

Symptoms
When attempting to deploy employee from Canada to other Business Groups, the following error occurs.
The issue can be reproduced at will with the following steps:
1. Navigate: Payroll Professional responsibility of the US Business Group
2. Navigate to Global Deployment > Initiate Deployment
3. Created a deployment for the above created Canada Employee from 01-Jan-2023, marked it as temporary with return date as 01-Jun-2023 and fed in the Destination Business Group Assignment details
4. Submit the record
5. Queried the deployment and then clicked on the Initiate Deployment icon
6. Submit the deployment
7. Queried the Employee in the US Business Group and found that employee record is created from 01-Jan-2023
8. Queried the Employee in the Canada Business Group and found that employee record is in Suspended Assignment status from 01-Jan-2023
9. Global Deployment is completed with Error
