The Quality Action Standard Alert runs in error intermittently; sometimes it completes normally, sometimes it does not, even when the parameters used seem to be similar.

The error is the following:

ERROR:
ORA-01756: quoted string not properly terminated

APP-ALR-04020: Oracle Alert was unable to execute "&VALUE".

Steps to reproduce:
1. [R] Quality
2. [N] Results > Entry > Enter Quality Results
3. Enter data for any plan and save.
4. Go to Menu > View > Requests.
5. Query for recent requests.
6. Check Periodic Alert concurrent request is in error.
