Symptoms
Cannot view attachments for expense reports after the expense report is rejected or withdrawn.
STEPS TO REPRODUCE
-----------------------
1. An employee submits an expense report with one attachment - this attachment is done on the Review Page (this is a header level attachment)
2. The Manager rejects the report (note, the manager realized the attachment note was incorrect)
3. The employee opens the rejected report and navigates to the Review Page - the employee can not see or view the attachment (the attachment field just shows the "+" icon)
