Zero Payments are Interfaced to EBS AP after 12.2.11 Upgrade

Symptoms
After 12.2.11 upgrade some integration issues between Oracle Incentive Compensation (OIC ) and Payables (AP) were observed.
In 12.2.9, zero payments are not passed from OIC to AP module. But after upgrading to 12.2.11, zero payments are interfaced to EBS AP.
STEPS

The issue can be reproduced at will with the following steps:
1. Upgrade to 12.2.11
2. Log in with OIC resp
3. Create a paysheet batch
4. After running Payables Open interface, invoices are created in AP module
5. Zero invoices can be seen in AP
