G-Invoicing: Unable to Delete or Detach Attachments from Intragovernmental Transaction (IGT) Agreements in The Update Agreement Page (Doc ID 2962777.1)

Symptoms

The Detach icon is greyed out on the Update Agreement page for Intragovernmental Transaction (IGT) agreements.  Therefore, users are not able to remove or delete attachments.

Steps
------

Using a Projects responsibility: 

1. Click Update Agreement on new order from ECC G-Invoicing Dashboard
2. Add a new attachment (bottom of the page)
3. Save Agreement
4. Attempt to Detach file – the icon is greyed out
