Scaling does not Work if the Only Scalable Ingredient has a Zero Quantity in a Formula (Doc ID 2962983.1)

Symptoms

Create a formula in which one ingredient is Proportional Scale, Contributes to Yield, but has 0 qty.
All other ingredients are Fixed Scale, do not contribute to yield, at least one has a non-zero qty

Create a batch using Product Output, for a quantity different from the formula product qty, so the formula would need to be scaled.
The batch is created for the formula product quantity, scaling does not occur, but no error is displayed.


Customer says that prior to applying some patches a few months ago the batch used to be scaled and created for the qty entered on Product Qty tab of Create Batch.

Scale Batch and Scale Formula behave the same, they simply do not scale anything, but they do not give an error.

STEPS
-----------------------
1. Production Supervisor > Create Batch
2. On Product Qty tab, enter qty different from formula product qty
3. Batch is created for the formula qty, not for the qty entered
4. Also, on either the formula or the batch, do Scaling, nothing happens
