R12:EBS:CE: Performance: Cashflow Is Taking More Than 5 Min To Cancel

Symptoms
When user cancels the cash flow, the cash flow is taking more than 5 min to cancel
1). Navigate to Cashflows window. From the navigator, choose View > Cashflows.
2). Enter the criteria for the cashflows you want to query. Fill in at least one of following fields:
- Cashflow Number
- Bank Account Number
- Cashflow Amount
- Transaction Type
- Direction
- Bank Reference Number
- Legal Entity
- Cashflow Date
- Cashflow Status
3). Click Go.
4)Once the Cashflow appears,click on 'Cancel Cashflow' link.
5)After 5 mins ,getting the following error :
No backend server available for connection :
timed out after 10 seconds or idempotent set to OFF or method not idempotent .
