When attempting to enter an timecard, the following error occurs.

The employee has no active organization/job assignment as of the expenditure item date.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Self Service time entry responsibility
2. Enter timecard
3. Get the error
