ECC V9 Receivables Command Center Data Load Failing With Error Code: 1400 & "InvalidFormatException: Error while converting the date field" (Doc ID 2963540.1)

Symptoms

With ECCV9 in Production, Receivables Command Center Data Load concurrent program is failing with ERROR CODE: 1400. Below errors in job log:

ERROR 2.o.e.i.u.s.i.DataLoadControllerServiceImpl - job failed with error code:There is an error while trying to ingest data for this load rule AR_ECC_UTIL_PVT.GET_ECC_DATA_LOAD_INFO with dataset ar-dispute for job 2,959,540  There is an error while trying to ingest data for this load rule AR_ECC_UTIL_PVT.GET_ECC_DATA_LOAD_INFO with dataset ar-dispute for job 2,959,540 exception details:
java.lang.NullPointerException: null

Error Code: 1400

ERROR 2.o.e.i.u.services.impl.IndexerImpl - job failed with error code:ECC-0004  Error while formatting data --> Document SolrInputDocument

(fields: [ACCOUNT_NUMBER=*******, BILL_TO_CUSTOMER=******.... ])

failed to be ingested exception details:
oracle.ecc.exeption.InvalidFormatException: Error while converting the date field (AR_REPORTING_PERIOD_FROM) from string to date format because of invalid date value 2023-JAN-01. Hence the whole record is skipped from ingestion : SolrInputDocument


The issue can be reproduced by following below steps:


1. Install ECCv9 & integrate with EBS by following: Installing Oracle Enterprise Command Center Framework, Release 12.2 V9

2. Login to EBS --> Responsibility: Receivables Manager

3. Navigation: Menu > View > Requests > Submit a New Request > Single Request

4. Select from LOV > Receivables Command Center Data Load

5. Provide the necessary parameters and submit the job

6. Job fails with error
