After Running Actual Cost Process, Find There are Actual LC Adjustments for Other Organizations Being Included in the Item Cost (Doc ID 2964195.1)

After applying <Patch 34287177:R12.GME.C> and  <Patch 34333627:R12.GMF.C>,  find that Actual LC Adjustments from different organizations are being applied to the item cost after running Actual Cost Process.
Only applicable Actual LC Adjustments should be applied to the item cost.

The issue can be reproduced at will with the following steps:
1. Responsibility: OPM Financials
2. Navigation  Actual Costs > Actual Cost Process
3. Submit Actual Cost Process
2. Navigation: Item Cost
3. Query item cost in organization ABC and to to Actions > View Actual Transactions
4. See there are Actual LC Adjustments for organizations other than ABC
