G-INV- IGT Order MOD Are Got Rejected Due To ProcessingException message = Business Transaction Identifier does not match current value for Order (Doc ID 2964265.1)

Symptoms


The Intra Governmental Transaction (IGT) Order Mods failed to interface to G-Invoicing from EBS due to the following exception.

ProcessingException message = Business Transaction Identifier does not match
current value for Order


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Create Buyer Initiated Orders (BIO) and push Intra Governmental Transaction (IGT) order to servicing agency
2.Servicing agency accepts the IGT order
3.Requesting agency pull the IGT order to sync servicing agency acceptance
4.Requesting agency creates a modification and it is in the process of
requesting approval (Did not pushed yet)
5.Servicing agency created an admin modification, so that the Business
Transaction Identifier (BTI) changed
6.Now if requesting agency try to push the mod created at step#5, the push
will fail due to mismatch in the BTI and a notification will be sent to user.
