Total Quantity Merge Error When Creating A Delivery Order Off Of An IDV With Lines

Goal
When the user is creating a Delivery Order off of an IDV with lines, they receive the following merge error after submitting it for approval: "Error: Total quantity of all Award lines released against the IDV can not exceed the Maximum Total Quantity specified on the IDV line".
This is the first Delivery Order created off of the IDV with lines and its Quantity does not exceed the IDV's Maximum Total Quantity.
If the user updates the IDV with lines and removes the value for the Maximum Total Quantity for the line used on the Delivery Order, the merge error does not occur.
