Buyer Work Centre(BWC) Requisition Summary Tab Search Does Not Give Returned Requisitions (Doc ID 2968808.1)

Symptoms

In Buyer Work Centre(BWC) - Requisition Summary tab behavior is not the same as in Java Requisition Summary when attempting to review returned Requisitions. 
The requisition summary filter provides inconsistent and incorrect results. 

STEPS
-------------
1. Login to Purchasing Responsibility
2. Go to Buyer Work Center
3. Requisition Summary tab
4. Review returned Requisition.
