During the Receiving inspection, due to receiving quantity with decimal precision while the QA collection plan is rounding up the quantity, the inspection fails with the following error message:

APP-QA-16155: The total quantity accepted or rejected cannot exceed the parent transaction quantity.

The issue can be reproduced at will with the following steps:
1. Purchasing responsibility
2. Navigation: Receiving > Receipt
3. Search with Receipt number and click on Inspect button.
4. The QA plans opens with quantity being rounded-up.
5. When saving, the mentioned error occurs.
