Unable To Rewind Errored Workflow Transaction

Symptoms
When trying to rewind past approvals, following error appears
ERROR
and error stack "Wf_Engine.AddItemAttr(HRSSA, 614337, HR_NEW_TRANSACTION) Wf_Engine.AddItemAttr(HRSSA, 614337, SUBMIT_COMMENTS) Wf_Engine_Util.Function_Call(HR_APPROVAL_SS.SUBMIT_FOR_APPROVAL, HRSSA, 614337, 408682, RUN)
STEPS
The issue can be reproduced at will with the following steps:
1. Navigate to Status Monitor form via Workflow Admin Responsibility.
2. Query for identified errored absence transaction.
3. Go to activity history
4. Click on Rewind
5. Select start activity with parent activity of "Notification Process for Approvers and Notifiers"
6. Click on apply
7. Check workflow status in activity history again.
8. Observe that the Submit for approval activity is in error with error message
