iProcurement Receiving errors: Failure of Web Server bridge: No backend server available (Doc ID 2969620.1)

Symptoms

When attempting to perform receiving or correction Purchase Orders with Projects the following error occurs.

This can occur in both core Receiving forms and in iProcurement.  Patch 33967416:R12.PJC.C  was applied but the issue continues.

ERROR
-----------------------
Failure of Web Server bridge: No Backend server available for connection timed out of 10 seconds
or idempotent to set to OFF or method not idempotent.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: iProcurement responsibility
2. Navigation: Click on Receiving Tab
3. Receive Items
4. Error message is displayed

 Upgraded to release 12.2.12.
