EBS: Output Post Processor (OPP) Takes Long Time To Pick Up Requests After Concurrent Managers Start (Doc ID 2969738.1)

Symptoms

On : 12.2.10

After every application bounce , Output Post Processor (OPP) service is taking around 30 minutes for picking up any request for processing.

The FNDOPP logs shows "[Thread-26] Service thread starting up." for about 30 minutes and then starts picking up request and executes them.

As a result the requests which runs within that time periods errors with warning " OPP is not running " even though OPP services are started up.
