Unable to delete a project that is tied to Grants Awards. Error received:

Cannot delete project when funding exists

Tried to reduce the funding from the Grants Fund Projects form, but errors with,

Project funding amount cannot be less than budgeted amount.

Replication steps:

1. > Projects. Open up problem project.
2. In the Projects, Templates screen, delete the project using the X button on the menu bar, or using > Edit > Delete. Error is received with, Cannot delete project when funding exists.
3. > Grants Accounting responsibility. In the Find Award screen, enter the Award Number. Click the Find button.
4. In the Award Management Folder, click the Open button.
5. In the Award Management screen, click the Project Funding button.
6. In the Fund Projects screen, delete the funding line. Error is received with, Project funding amount cannot be less than budgeted amount.
