RFQ Online Discussion Message And Notification Not Being Sent If Scoring Teams Are Selected (Doc ID 2969979.1)

Symptoms

RFQ Online discussion message and notification is not being sent to team
members if creating a new discussion specific to Scoring Teams. If sent
individually this works, issue is only when sending to a team as a whole.

STEPS TO REPRODUCE
1. Access a negotiation from Sourcing Responsibility
2. Select Action OnLine Discussion.
3. Click on New Message and enable the 'Selected Internal Members' checkbox
4. Then select one of the technical teams and click send
5. The message is not received and also notification not sent as it is not
raising any Workflow notification.
