Accessing The Orders Drilldown Kills EccManaged Server (Doc ID 2970703.1)

Symptoms

When accessing the Orders tab from ECC Purchasing responsibility, if user drills down into Orders tab, the order graph never populates. The screen spins for a while and then presents:

400 Bad Request exception

At this point the whole ECC server is unusable and has to be restarted to restore any ECC functionality.

STEPS

The issue can be reproduced at will with the following steps:
1. (N) Responsibility Purchasing ECC -> Orders tab
2. Select a buyer from the right hand pane
3. Select "Time in Pool from right hand pane.
4. Left pane starts to refresh but never returns.
