Symptoms

User is unable to open attachments in Requisition header

Changes

 The issue can be reproduced at will with the following steps:

1. Login to iProcurement and query existing Requisition
2. On header of Requisition, click the 'Attachment' icon
3. 'Attachments' window opened with 1 'File' type attachment listed
4. Click the 'Title' link of the Attachment, but nothing happen.
