Symptoms

ACTUAL BEHAVIOR
---------------
When users create Change Order with revision in product hub, the revision entry which gets created in MTL_ITEM_REVISIONS_B table is not incremental.

Example :
Revision ID  Revision Label
916519          A01
21629653      A02
21626304      A03

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Switch to Development manager and create item
2. Create Item Revisions as part of extension
3. Item revisions created will not have the revision id in incremental sequence.
