Journal Batches created from the 'Budget transfer screen has the characters < %: > at the beginning of the batch description.
EXPECTED BEHAVIOR

Batch name and description should be created with a valid name
The issue can be reproduced at will with the following steps:
1. Go to General ledger responsibility
Budgets : Enter : Journals
2. Create Budget Journal
