Symptoms

On : 12.2.11 version, ECC Order Management

When running ECC data load for a data set an empty error message is displayed 

 ERROR
-----------------------
 Invalid state: Trying to run data load for a dataset that seems to be empty. Full load (with reset) must run before running any incremental load flow.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:


1.Responsibility : Oracle Order Management
2. Run ECC Run data load
