R12: AP: Unable to Enter Financial System Options Screen. Form Raises Error "Value 99999 for the flexfield segment Comp does not exist in the Value Set AAAAA". (Doc ID 2975281.1)

When users tries to enter the Financial System Option screen, the foorm raises the following error and does not open:

Value 99999 for the flexfield segment Comp does not exist in the Value Set AAAAA

Issue started after user set up the intercompany accounts. There are over 400 Operating Units but, they do not all need intercompany set ups.

Inadvertently, user set up an "All Other" value to inter company relationship. Users is unable to delete it, so they end dated it.

Steps to reproduce:

Log into Oracle Applications using a Payables responsibility.
Open the "Financials System Options" screen
(N) Setup > Options > Financials System Options
The popup error message appears and form never opens.

Issue started after user set up the intercompany accounts.
